A major lighting upgrade at Haven Recreation Reserve is set to deliver lasting benefits for the Horsham community, highlighting the important role Tennis Victoria’s Thriving Tennis Communities (TTC) Project plays in identifying local infrastructure priorities and supporting strategic investment across regional Victoria.

The Haven Tennis Lighting Project will see the installation of compliant, energy-efficient lighting across 12 competition courts, alongside peripheral lighting and an automated lighting system. Once completed, the upgraded facility will enhance player safety and significantly expand opportunities for participation, training and competition outside daylight hours.

For Tennis Victoria, the project demonstrates the value of the Thriving Tennis Communities initiative in helping local governments make evidence-based decisions about future tennis infrastructure.

Following Tennis Victoria’s presentation to Horsham Rural City Council in late 2025, findings from the Thriving Tennis Communities report highlighted a key infrastructure gap within the local government area, a shortage of lit tennis courts to meet the current and future needs of the community.

As Council explored opportunities to enhance tennis infrastructure in Haven, the Thriving Tennis Communities data and insights helped elevate the lighting project as a priority investment. Tennis Victoria then worked closely with Council throughout the planning and funding process, providing strategic guidance and direct support to strengthen the project proposal.

This included funding expert independent consultancy services through Tennis Victoria’s Pathways to Participation budget to assist with the lighting design and technical requirements of the project.

The collaboration between Council and Tennis Victoria proved instrumental in securing funding through the Victorian Government’s Local Sports Infrastructure Fund. The Thriving Tennis Communities findings formed a key component of Council’s application, helping demonstrate the need for investment and the broader community benefits the project would deliver.

With a total project value of almost $600,000, successful advocacy through the Local Sports Infrastructure Fund process secured $250,000 in funding, bringing the project significantly closer to delivery.

Horsham Rural City Council, Mayor Cr Brian Klowss commented on the project saying: “The Haven Lighting Project is a great example of what can be achieved through strong partnerships. Tennis Victoria has been an invaluable partner throughout the planning process, providing technical expertise, strategic advice and a shared commitment to improving tennis infrastructure in our region. Together and with the Vicotria Government we’ve developed a project that will not only enhance the playing experience at the Haven Recreation Reserve but also create greater opportunities for participation, competition and community connection for many years to come.”

The project reinforces Tennis Victoria’s commitment to working with local governments across the state to ensure tennis facilities remain accessible, sustainable and fit for purpose. Through the Thriving Tennis Communities initiative, councils are better equipped to identify advocacy and investment priorities that support long-term participation growth and strengthen community outcomes.

As construction progresses, the Haven Tennis Lighting Project stands as a strong example of how strategic planning, evidence-based advocacy and collaboration can unlock significant investment and create thriving tennis communities for years to come.
