Community Sporting and Recreation Facilities Fund (CSRFF)

The Community Sporting and Recreation Facilities Fund (CSRFF) provides financial assistance to community groups, including clubs, and local government authorities to develop basic infrastructure for sport and recreation.

The maximum standard CSRFF grant approved will be no greater than one-third of the total estimated cost (excluding GST) of the applicant’s project. The Western Australian State Government’s contribution must be at least matched by the applicant’s own cash contribution, with the balance of funds required being sourced by the applicant.

Cheques or Electronic Fund Transfers for grant payments are payable to the applicant/grantee only. This may have taxation implications for grantees. If grantees wish specific advice relating to their grant, this can be obtained from the Australian Taxation Office. Please note depending upon the value of the project and/or grant, the Australian Taxation Office may require than an organisation be registered for GST.

A CSRFF grant will only be available in the financial year(s) in which it is offered. Grants that are not claimed in the year(s) of offer will be withdrawn. CSRFF grants are available only for expenditure on the project for which the grant is provided.

Development bonus

Some applications will be eligible for up to one half of the project cost. This eligibility will be measured against key development principles. Applicants will have to show their eligibility through Part 3 of the application form. Meeting Development Bonus criteria will not automatically ensure the applicant is eligible for 50% of the project cost.

Applicants must meet at least one of the following criteria to be eligible for a development bonus:

  • Location – Regional, Remote or Growth areas
  • Co-location of sports and facilities
  • Sustainability Initiatives – Water Saving, Energy reduction etc
  • Increased Participation – New users, increased participation from existing users, special interest groups participation etc.

Note: It is essential that grant applicants discuss their eligibility for a development bonus with their local DSR office before applying to determine eligibility.

THREE GRANT CATEGORIES ARE AVAILABLE TO APPLICANTS:

1. Small Grants

$2,500 – $50,000 will be allocated to projects involving a basic level of planning. The total project cost for Small Grants must not exceed $150,000. Grants given in this category must be claimed in the financial year following the date of approval. For projects with a grant request below $2,500 it is expected that the applicant should be able to fully fund these.

N.B Maximum grants for small grants may increase to 50% funding if a development bonus is approved.

Examples of Small Grant Projects:

      - Safety fences for sport and recreation facilities, i.e. motor sports; 

       – Small floodlighting project;

      -  Court resurfacing or upgrade

      - Construction of or upgrade to shade shelters;

2. Annual Grants

$50,000 – $166,666 will be allocated to projects with a planning and construction process that will be complete within 12 months.  The total project cost for Annual Grants is between $150,000 and $500,000. Grants given in this category must be claimed in the financial year following the date of approval.

Examples of Annual Projects:

  • upgrades to clubrooms/pavilions;
  • large floodlighting project;
  • court or bowling green construction; and
  • reticulation system for a grassed playing field;

N.B Maximum grants for annual grants may increase to 50% funding if a development bonus is approved.

3. Forward Planning Grants

$166,667 up to $4,000,000 will be allocated to the large scale projects where the total project cost exceeds $500,000 and may require an implementation period of between one and three years. Grants given in this category may be allocated in one or a combination of the years in the triennium.

Examples of Forward Planning Grant Projects:

  • multipurpose leisure/recreation centre;
  • construction of large synthetic fields;
  • playing field construction;
  • clubroom – new or major upgrade; and
  • large ablution block/change rooms
